It highlights the importance of understanding the phenomenon of drug use as a complex, diverse and dynamic concept that necessarily requires a multidimensional view and a multidisciplinary approach at the time of intervention.<\/p>\n<p>It is a proposal that takes into account international recommendations and national guidelines on the subject. It has been conceived from an approach of care and respect for human rights, which includes a gender perspective and intersections. Both aspects are considered essential, as they are key to the design and implementation of public policies that aim to have a direct impact on the health of the prison population and on the process of reforming the prison system.<\/p>\n<p>Taking into account the public policy framework, in addressing problematic drug use it is necessary to provide specific responses to the heterogeneous realities that occur in prison, based on a coordinated institutional framework that takes into account the multifactorial nature of the phenomenon.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This guide has been developed with the intention of providing a useful tool for addressing problematic drug use in persons deprived of liberty (PPL).
