{"id":14671,"date":"2025-06-10T16:42:00","date_gmt":"2025-06-10T14:42:00","guid":{"rendered":"https:\/\/copolad.eu\/?p=14671"},"modified":"2025-06-10T16:42:00","modified_gmt":"2025-06-10T14:42:00","slug":"dominican-republic-promotes-a-juvenile-restorative-justice-model-for-minor-drug-offenses","status":"publish","type":"post","link":"https:\/\/copolad.eu\/en\/dominican-republic-promotes-a-juvenile-restorative-justice-model-for-minor-drug-offenses\/","title":{"rendered":"Dominican Republic promotes a juvenile restorative justice model for minor drug offenses"},"content":{"rendered":"<p data-start=\"191\" data-end=\"781\">With the aim of strengthening <strong data-start=\"221\" data-end=\"240\">proportionality<\/strong> and <strong data-start=\"245\" data-end=\"262\">alternativity<\/strong> in criminal justice for adolescents in conflict with the criminal law due to minor drug offences, a national event was held in Santo Domingo to present the main products developed within the framework of the <strong data-start=\"471\" data-end=\"496\">COPOLAD III Programme<\/strong>, funded by the <strong data-start=\"512\" data-end=\"530\">European Union<\/strong>. The activity was jointly led by the <strong data-start=\"568\" data-end=\"581\">Judiciary<\/strong> and the <strong data-start=\"590\" data-end=\"650\">National Public Defence Office of the Dominican Republic<\/strong>, with the active participation of the <strong data-start=\"689\" data-end=\"718\">Attorney General\u2019s Office<\/strong> and the support of the <strong data-start=\"742\" data-end=\"780\">Social Policy Coordination Cabinet<\/strong>.<\/p>\n<p data-start=\"783\" data-end=\"1116\">This action forms part of the work that the <strong data-start=\"827\" data-end=\"852\">COPOLAD III Programme<\/strong>, led by the <strong data-start=\"865\" data-end=\"941\">Foundation for the Internationalisation of Public Administrations (FIAP)<\/strong>, carries out in Latin America and the Caribbean to support countries in the design and implementation of more effective, inclusive, and rights-based public policies on drugs.<\/p>\n<p data-start=\"1118\" data-end=\"1466\">During the event, four key products were presented for the gradual implementation of a national model of juvenile restorative justice: a diagnosis on institutional challenges in the care of adolescents, an operational protocol for system operators, an institutional implementation roadmap, and a proposed curriculum for training judicial operators.<\/p>\n<p data-start=\"1468\" data-end=\"1514\"><strong data-start=\"1468\" data-end=\"1514\">The importance of criminal proportionality<\/strong><\/p>\n<p data-start=\"1516\" data-end=\"2222\">The joint action of <strong data-start=\"1536\" data-end=\"1551\">COPOLAD III<\/strong> with the Dominican Republic is framed within the programme\u2019s line of work focused on addressing minor drug offences from a perspective of criminal proportionality and non-custodial measures. This line has prioritised the differentiated impacts on women in vulnerable situations and is now expanded to strengthen juvenile criminal justice. The Dominican experience represents a key step by providing concrete operational tools that enable the implementation of restorative approaches adapted to the trajectories of boys, girls, and adolescents involved in these types of offences, often as a result of environments marked by exclusion, poverty, and lack of opportunities.<\/p>\n<p data-start=\"2224\" data-end=\"2691\">The technical support of the <strong data-start=\"2253\" data-end=\"2278\">COPOLAD III Programme<\/strong> has allowed the country to be equipped with practical tools to advance the implementation of a restorative model prioritising harm repair, the recognition of rights, and the prevention of recidivism, especially in contexts of high vulnerability. In this regard, the Dominican Republic is established as a regional benchmark in building more humane, effective, and sustainable juvenile criminal justice responses.<\/p>\n<p data-start=\"2693\" data-end=\"3138\">The event counted on the participation of authorities from the <strong data-start=\"2756\" data-end=\"2811\">European Union Delegation in the Dominican Republic<\/strong>, as well as from the juvenile criminal justice system, representatives of the Executive branch, the <strong data-start=\"2912\" data-end=\"2970\">National Council for Children and Adolescents (CONANI)<\/strong>, the <strong data-start=\"2976\" data-end=\"3055\">Comprehensive Care System for Adolescents in Conflict with the Criminal Law<\/strong>, and civil society organisations linked to prevention and reintegration processes.<\/p>\n<p data-start=\"3140\" data-end=\"3392\">This effort reaffirms the commitment of the <strong data-start=\"3184\" data-end=\"3202\">European Union<\/strong> and the <strong data-start=\"3211\" data-end=\"3236\">COPOLAD III Programme<\/strong> with countries in the region in building justice systems that are more proportional, restorative, and aimed at guaranteeing opportunities for young people.<\/p>\n<p data-start=\"3394\" data-end=\"3667\">It is worth noting that the Dominican Republic recently assumed the co-presidency of the <strong data-start=\"3483\" data-end=\"3543\">EU-CELAC Mechanism for Drug Coordination and Cooperation<\/strong>, an institutionalised birregional dialogue forum made up of the 33 CELAC countries and the 27 European Union member states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>With the aim of strengthening proportionality and alternativity in criminal justice for adolescents in conflict with the criminal law due to minor drug offences, a national event was held in Santo Domingo to present the main products developed within the framework of the COPOLAD III Programme, funded by the European Union.
