The observatory was made possible with the technical support of the <strong data-start=\"564\" data-end=\"589\">COPOLAD III programme<\/strong>, funded by the <strong data-start=\"605\" data-end=\"623\">European Union<\/strong>.<\/p>\n<blockquote data-start=\"626\" data-end=\"1015\">\n<p data-start=\"628\" data-end=\"1015\">\u201cThe observatory inaugurated today in Cuba aligns perfectly with the EU&#8217;s drug strategy: without data, there is no policy,\u201d<br data-start=\"751\" data-end=\"754\" \/>highlighted <strong data-start=\"768\" data-end=\"785\">Pablo Ben\u00edtez<\/strong>, Head of Policy, Press and Information at the EU Delegation to Cuba. He emphasised that this new tool will not only benefit the Caribbean country but also strengthen the regional information infrastructure on drug-related issues.<\/p>\n<\/blockquote>\n<p data-start=\"1017\" data-end=\"1514\">The observatory will coordinate the <strong data-start=\"1053\" data-end=\"1115\">collection, systematisation and analysis of key indicators<\/strong> for monitoring and evaluating drug policies. It will also enhance knowledge on the various aspects of the issue through Cuba\u2019s national research network, implement an <strong data-start=\"1283\" data-end=\"1307\">early warning system<\/strong>, and boost technical cooperation with other countries. All of this will be carried out through an <strong data-start=\"1406\" data-end=\"1438\">inter-institutional approach<\/strong>, grounded in <strong data-start=\"1452\" data-end=\"1468\">human rights<\/strong>, <strong data-start=\"1470\" data-end=\"1487\">public health<\/strong>, and <strong data-start=\"1493\" data-end=\"1513\">citizen security<\/strong>.<\/p>\n<p data-start=\"1516\" data-end=\"1999\">For over 12 years, <strong data-start=\"1535\" data-end=\"1550\">COPOLAD III<\/strong> \u2013 led by the <strong data-start=\"1564\" data-end=\"1640\">Foundation for the Internationalisation of Public Administrations (FIAP)<\/strong> \u2013 has supported and strengthened drug observatories across Latin America and the Caribbean, while promoting the development of early warning systems. In this latest phase, the programme has focused on supporting <strong data-start=\"1853\" data-end=\"1876\">research strategies<\/strong>, establishing <strong data-start=\"1891\" data-end=\"1916\">scientific committees<\/strong>, and mapping key stakeholders who contribute to evidence-based responses to drugs.<\/p>\n<p data-start=\"2001\" data-end=\"2266\"><strong data-start=\"2001\" data-end=\"2025\">Francisco Tierraseca<\/strong>, Director of FIAP, described the process as an \u201cinstitutional transformation\u201d that provides Cuba with a <strong data-start=\"2130\" data-end=\"2164\">technical and specialised tool<\/strong> to anticipate trends, design effective public policies, and share good practices across the region.<\/p>\n<blockquote data-start=\"2267\" data-end=\"2389\">\n<p data-start=\"2269\" data-end=\"2389\">\u201cThis is not about transferring models, but about building solutions rooted in respect for local experience,\u201d he stated.<\/p>\n<\/blockquote>\n<p data-start=\"2391\" data-end=\"2555\">Similarly, <strong data-start=\"2402\" data-end=\"2425\">Borja D\u00edaz Rivillas<\/strong>, Director of COPOLAD III, noted that the collaboration with Cuba reflects the programme\u2019s spirit of <strong data-start=\"2526\" data-end=\"2552\">horizontal cooperation<\/strong>:<\/p>\n<blockquote data-start=\"2556\" data-end=\"2899\">\n<p data-start=\"2558\" data-end=\"2899\">\u201cCo-designing useful tools based on mutual respect, dialogue and shared knowledge.\u201d<br data-start=\"2641\" data-end=\"2644\" \/>He also praised the quality of Cuba\u2019s process and its potential to engage with <strong data-start=\"2723\" data-end=\"2744\">European networks<\/strong>, such as <strong data-start=\"2754\" data-end=\"2764\">REITOX<\/strong> \u2013 the EU&#8217;s system linking national drug information systems \u2013 to reinforce collective intelligence in the face of a global phenomenon.<\/p>\n<\/blockquote>\n<p data-start=\"2901\" data-end=\"3162\">The event also announced upcoming initiatives, including <strong data-start=\"2958\" data-end=\"2983\">technical internships<\/strong>, <strong data-start=\"2985\" data-end=\"3014\">applied research projects<\/strong>, and Cuba\u2019s participation in the <strong data-start=\"3048\" data-end=\"3099\">Latin America and Caribbean Observatory Meeting<\/strong> in Mexico this September, aimed at peer learning and exchange.<\/p>\n<p data-start=\"3164\" data-end=\"3536\">With the participation of over a dozen Cuban institutions \u2014 including Public Health, Interior, Education, the Prosecutor\u2019s Office, Customs, and the pharmaceutical industry \u2014 the <strong data-start=\"3342\" data-end=\"3371\">National Drug Observatory<\/strong> marks a strategic step in building <strong data-start=\"3407\" data-end=\"3452\">sustainable, evidence-based public policy<\/strong>.
