These activities aimed to support institutional responses for the early identification and protection of vulnerable individuals who are coerced or deceived into transporting drugs as a result of trafficking dynamics.<\/p>\n<p class=\"p1\">On 31 July, the <span class=\"s1\"><b>Joint Action Guide for the Early Identification of Human Trafficking Cases Involving Drug Transport in Airports<\/b><\/span> was presented. This practical document was developed by Brazil\u2019s <span class=\"s1\"><b>Federal Prosecution Service<\/b><\/span> in collaboration with <span class=\"s1\"><b>COPOLAD III<\/b><\/span>. It provides key concepts, case typologies, trafficking indicators, investigation and prosecution strategies with a gender and human rights approach, alternatives to criminal prosecution, and inter-institutional cooperation protocols.<\/p>\n<p class=\"p1\">The guide was at the core of the technical workshop <i>\u201cIntersection between Drug Trafficking, Human Trafficking and Gender\u201d<\/i>, which brought together Brazilian prosecutors and international experts to analyse real cases, share good practices, and strengthen capacities. Its central objective is to <span class=\"s1\"><b>prevent the criminalisation of trafficking victims<\/b><\/span> involved in drug transport, ensure their protection, and coordinate criminal justice interventions with support and care networks to avoid revictimisation.<\/p>\n<figure id=\"attachment_14833\" aria-describedby=\"caption-attachment-14833\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-large wp-image-14833\" src=\"https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-1024x473.jpg\" alt=\" Taller t\u00e9cnico \u201cIntersecci\u00f3n entre tr\u00e1fico de drogas, tr\u00e1fico de personas y g\u00e9nero\u201d\" width=\"1024\" height=\"473\" srcset=\"https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-1024x473.jpg 1024w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-300x139.jpg 300w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-768x355.jpg 768w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-1536x709.jpg 1536w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-750x346.jpg 750w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56-1140x527.jpg 1140w, https:\/\/copolad.eu\/wp-content\/uploads\/2025\/07\/PHOTO-2025-07-31-15-23-56.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption id=\"caption-attachment-14833\" class=\"wp-caption-text\"><b>Technical Workshop: \u201cIntersection between Drug Trafficking, Human Trafficking and Gender\u201d<\/b><b><\/b><\/figcaption><\/figure>\n<p class=\"p1\">This initiative forms part of COPOLAD III\u2019s broader efforts in Latin America to integrate into criminal investigations the <a href=\"https:\/\/copolad.eu\/en\/guidelines-for-jointly-addressing-situations-where-women-and-lgtbiq-trafficked-persons-are-involved-in-the-production-transit-or-commercialization-of-drugs\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>Regional Guidelines for the Early Identification and Non-Criminalisation of Victims<\/b><\/span><\/a>, unanimously approved at the General Assembly of the <span class=\"s1\"><b>Ibero-American Association of Public Prosecutors (AIAMP)<\/b><\/span>, held in Madrid in October 2023.<\/p>\n<p class=\"p1\">These regional guidelines are the result of a joint effort by three of AIAMP\u2019s specialised networks: <span class=\"s1\"><b>REDTRAM<\/b><\/span> (Human Trafficking and Migrant Smuggling Network), <span class=\"s1\"><b>RFAI<\/b><\/span> (Anti-Drug Prosecutors Network), and <span class=\"s1\"><b>REG<\/b><\/span> (Gender Specialised Network).<\/p>\n<p class=\"p1\">Thanks to this alliance, a regional diagnosis was produced, analysing situations in which victimhood and criminal charges intersect, and guiding public prosecutors towards interventions with a human rights, gender and intersectional perspective. In addition to Brazil, the Public Prosecutors\u2019 Offices of <span class=\"s1\"><b>Argentina<\/b><\/span> \u2014also present at the workshop\u2014 and <span class=\"s1\"><b>Paraguay<\/b><\/span> are currently working on adapting the guidelines to their national contexts.<\/p>\n<h3 class=\"p1\"><b>Advancing towards a criminal justice system with a gender perspective<\/b><\/h3>\n<p class=\"p1\">The activities marking the <span class=\"s1\"><b>World Day Against Trafficking in Persons<\/b><\/span> began on 30 July with an international seminar, which also commemorated the first anniversary of the creation of Brazil\u2019s <span class=\"s1\"><b>National Unit against the International Trafficking in Persons and the Smuggling of Migrants (UNTC)<\/b><\/span>.<\/p>\n<p class=\"p1\">During the opening session, <span class=\"s1\"><b>Ana Almeida<\/b><\/span>, representative of the <span class=\"s1\"><b>European Union in Brazil<\/b><\/span>, stated:<\/p>\n<blockquote><p>\u201cIt is urgent to advance towards a criminal justice system with a gender perspective \u2013 one that recognises and protects victims and addresses the structural causes of their vulnerability.\u201d<\/p><\/blockquote>\n<p class=\"p1\">She added:<\/p>\n<blockquote><p>\u201cThe European Union has placed the fight against human trafficking at the heart of its foreign policy and international cooperation. Not only because it constitutes a flagrant violation of human rights, but because we understand that no country can face these challenges alone.
