{"id":15072,"date":"2025-10-01T10:29:12","date_gmt":"2025-10-01T08:29:12","guid":{"rendered":"https:\/\/copolad.eu\/?p=15072"},"modified":"2025-10-02T15:06:20","modified_gmt":"2025-10-02T13:06:20","slug":"paraguay-drug-human-trafficking","status":"publish","type":"post","link":"https:\/\/copolad.eu\/en\/paraguay-drug-human-trafficking\/","title":{"rendered":"Paraguay strengthens institutional coordination to investigate drug and human trafficking offences"},"content":{"rendered":"<p class=\"p1\">On 25 September 2025, the <span class=\"s1\"><b>Public Prosecutor\u2019s Office of Paraguay<\/b><\/span>, through the Deputy Prosecutor\u2019s Office of the Specialised Unit against Trafficking in Persons and the Sexual Exploitation of Children and Adolescents, together with the Directorate of Criminal Policy, organised the Inter-institutional Workshop <i>\u201cThe gender dimension in the relationship between drug trafficking and human trafficking\u201d<\/i>, with the support of the COPOLAD III programme.<\/p>\n<p class=\"p1\">The event brought together 40 technical representatives from the Public Prosecutor\u2019s Office, the Judiciary, the Public Defence Ministry, the National Anti-Drug Secretariat, the National Police, the National Civil Aviation Authority, the National Migration Directorate and the Ministry of Justice. Its aim was to <span class=\"s1\"><b>strengthen inter-institutional coordination in the criminal investigation of offences linked to drug trafficking and human trafficking, incorporating a gender and human rights perspective<\/b><\/span>.<\/p>\n<p class=\"p1\">The workshop was opened by <b>d<\/b><span class=\"s1\"><b>ra. Mar\u00eda Soledad Machuca<\/b><\/span>, Deputy Prosecutor of the Public Prosecutor\u2019s Office, and <span class=\"s1\"><b>Maddalena Masucci<\/b><\/span>, Cooperation Attach\u00e9 of the Delegation of the European Union in Paraguay. Also participating were COPOLAD III regional consultant <span class=\"s1\"><b>Ana Linda Solano<\/b><\/span>, COPOLAD III local consultant <span class=\"s1\"><b>Madeleine Ruiz<\/b><\/span>, and <span class=\"s1\"><b>Nora Lezcano<\/b><\/span>, who provided methodological support.<\/p>\n<p class=\"p1\">During the workshop, the <span class=\"s1\"><b>regional and national diagnostics<\/b><\/span> on the gender dimension of drug trafficking and human trafficking\u2014two of the most widespread crimes worldwide\u2014were presented. In addition, the <a href=\"https:\/\/copolad.eu\/wp-content\/uploads\/2024\/11\/Lineamientos-AIAMP-3-REDES.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>guidelines approved by the Ibero-American Association of Public Prosecutors (AIAMP)<\/b><\/span> <\/a>were discussed, aimed at the early identification of victims of human trafficking exploited in drug trafficking, the prevention of their criminalisation and the focus of criminal prosecution on the criminal networks responsible.<\/p>\n<blockquote><p>\u201cThere is a duality: they are victims, but they are also forced to commit crimes. The challenge lies in identifying the signs that these people are acting under coercion, with low self-esteem and an inability to decide, due to the conditions of their recruitment. This does not mean impunity, but rather the need to apply principles that allow for liability to be assessed in light of the situation of exploitation&#8221;, explained dra.
