This October, COPOLAD III, the European cooperation programme, organised together with the Network of Latin American Anti-Narcotics Prosecutors RFAI/AIAMP its first cycle of webinars on synthetic drugs and psychoactive substances as part of its activities for the improvement of drug policies in Latin America and the Caribbean.
This training cycle dealt with current trends on synthetic drugs, the impact of opiates in Latin America and the challenges for criminal law and prosecution with the participation of experts from Italy, Spain, Chile and Argentina.
This cycle was part of the activities carried out jointly with the public administrations of Latin America and the Caribbean, which include training for civil servants, research, seminars, congresses and exchanges with other professionals in the development of effective public policy responses.
Four dates, four webinars
The general programme on synthetic drugs and psychoactive substances was structured in four dates and presentations that began on 10 October with the first webinar Challenges and challenges in criminal prosecution, which included specific cases and good investigative practices with presentations by Barbara Sargenti, DNA Prosecutor of the Italian Ministry of Justice and Daniel Contreras, Prosecutor of Pudahuel, Chile.
The second webinar, on 11 October, analysed chemical precursors and international regulations by the Heads of Service and Section of the Precursors Area, José Luis Martin Baltanás, and Gustavo A. Castro Valverde of the Intelligence Centre against Terrorism and Organised Crime in Spain.
On 25 October, the third proposal Introduction on New Psychoactive Substances (NPS) and Synthetic Drugs: international regulations, control systems, monitoring and interventions at national level took place, with the participation of Lieutenant Colonel Marco Cavallo from the DCSA of the Italian Ministry of Interior (Central Directorate for Anti-Drug Services) and Matías G. Álvarez, Deputy Coordinator RFAI and Assistant Prosecutor of PROCUNAR, Argentina.
Finally, the webinar Operational experiences on online trafficking of synthetic drugs and NPS was held online on the 26th with the intervention of Lieutenant Colonel Antonio Lombardi, from the DCSA of the Italian Ministry of the Interior (Central Directorate for Anti-Drug Services) and Antonio Maza, expert from the Prosecution Unit specialised in Cybercrime of the MPF Argentina.
