Strengthening local responses to drug-related vulnerabilities

COPOLAD III supports countries in Latin America and the Caribbean (LAC) in improving the quality, effectiveness and evidence base of their drug-related policies. Through dialogue, cooperation and tailored technical assistance, the programme helps ensure that these policies are more relevant, comprehensive and grounded in empirical data. It also promotes wider availability of, and access to, effective services and interventions.

The programme places particular emphasis on populations in situations of greater vulnerability, developing systems and responses that address barriers to accessing care and support services.

Within this territorial component, COPOLAD III focuses on tackling the social vulnerabilities associated with problematic drug use, particularly in areas facing high levels of exclusion, often linked to the involvement of individuals in drug use or in the illicit microtrafficking economy. This work is supported by the specialised technical assistance of the American Network for Interventions in Situations of Social Suffering (RAISSS).

Objectives

Shared analysis: To identify and exchange information on the context of drug-related vulnerabilities across LAC territories.
Quality and accessibility: To promote quality standards in treatment for women and vulnerable populations, adapting services to their specific needs, improving accessibility, and bringing care closer to the territories to enhance effectiveness.
Territorial focus: To strengthen support systems that address social vulnerabilities linked to problematic drug use, especially in areas affected by exclusion or the illicit microtrafficking economy.
Training and reintegration: To provide training for the development of national systems for the social and labour reintegration of people with drug use problems, connecting therapeutic processes with tools that reinforce recovery and improve the long-term impact and sustainability of interventions.
