Following the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988), most countries have made regulatory development efforts to control substances that are diverted to illicit drug production. In this context, the EU and its cooperation programs have contributed to strengthening precursor control and monitoring systems.
Current regulations have, however, been based on strategies to interdict and control precursor trafficking, as well as to preserve the licit market, but do not generally address the safe management and final disposal of chemicals with environmental safeguards. In addition, areas for improvement are identified in the structure of the control bodies, as well as in the effectiveness of the authorization and inspection processes.
After the success of the first edition, the COPOLAD Program, together with the UNED Foundation, CITCO and the SEACOP Program, launches the second edition of the Advanced Specialization Course on Drug Precursors Control and Investigation (online) in Spanish and English.
Under the maxim that “if there are no precursors, there are no drugs”, the main objective of this course is to provide advanced training to professionals dedicated to the fight against drug trafficking, covering all the facets derived from the control of drug precursors.
The course is aimed at all those professionals whose fundamental mission is related to the maintenance of the security of the country.

The training covers police, military or customs officers, as well as judicial authorities or members of the Public Prosecutor’s Office.
The course, of 500 hours of training, will be developed entirely online, starting from April 1 to September 30, 2025 and is held at the Distance University of SPAIN (UNED).
The registration fee is 1000 euros and the deadline for enrollment is March 25, 2025.
