GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and under the leadership of the Colombian Ministry of Justice and Law is organising the First Intraregional Forum of Dialogue on Alternative Integrated and Sustainable Development (DAIS), in the framework of the COPOLAD III programme which is funded by the European Union.
This Forum will have a special emphasis on environmental considerations and conservation efforts for Integral and Sustainable Environmental Development (ISAD) strategies, with the aim of contributing to a “green” anti-drug policy. To this end, elements such as agroforestry, reforestation, ecotourism, as well as payments for environmental services (PES), among others, will be addressed, especially in ethnic jurisdictions and natural protected areas. In addition, the meeting will provide participants with an overview of the experiences implemented in Colombia, as well as recent reforms of Alternative Development programmes in CELAC countries.
The Forum will be attended by 60 representatives of National Drug Authorities and Ministries of Agriculture and Environment from 14 Latin American and Caribbean countries. Colombia, Ecuador, El Salvador, Guatemala, Mexico, Paraguay, Panama, Peru, Uruguay, as well as Guyana, Jamaica, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago will attend, as well as representatives of Colombian civil society and farmers’ organisations. The COPOLAD III programme promotes a critical and self-learning exchange and facilitates possible regional cooperation among the participants, with the aim of advancing towards a joint construction of sustainable territorial approaches, with a human rights approach, taking into account the differential approaches according to the conditions of each region and their affectation according to the link in the drug trafficking chain identified at the territorial level.
