Higher specialization course in the control and investigation of drug precursors

Following the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988), most countries have made regulatory development efforts to control substances diverted to illicit drug production. In this context, the EU and its cooperation programs have contributed to strengthening control and oversight systems for drug precursors.

However, current regulations have been primarily based on interdiction strategies and precursor trafficking control, as well as preserving the legal market, but they do not typically address the safe management and final disposal of chemical substances with environmental safeguards. Additionally, areas for improvement have been identified in the structure of oversight bodies, as well as in the efficiency of authorization and inspection processes.

Following the success of its first edition, the COPOLAD Program, together with the UNED Foundation, CITCO, and the SEACOP Program, is launching the second edition of the Advanced Specialization Course on Drug Precursor Control and Investigation (online) in Spanish and English.

Under the principle that “without precursors, there are no drugs,” this course aims to provide advanced training to professionals dedicated to combating drug trafficking, covering all aspects related to drug precursor control.

The course is designed for professionals whose main mission is related to maintaining public safety by combating illegal drug trafficking. The training is open to police, military, or customs officers, as well as members of the judiciary or public prosecution service.

The course consists of 500 hours of training and will be conducted entirely online, running from April 1 to September 30, 2025, at the National Distance Education University of Spain (UNED).

The enrollment fee is €1,000, and the registration deadline is March 25, 2025.
