Adapting care and social inclusion programmes related to drug use, with a gender-sensitive and rights-based approach

The COPOLAD III Programme supports several countries participating in this working group and in the National Drug Observatories through specific national actions aimed at promoting and defending human rights and comprehensive health. These actions are implemented through differentiated, community-based, and innovative approaches, as well as in line with the highest clinical, participatory, and inter-institutional standards.

The working groups under Lines 2.2 and 2.3 bring together countries committed to broadening their perspective on how to understand, address, and respond to drug use.

These two lines reflect a new consensus on the following key principles:

The need for more complex responses that match the complexity of the challenge.
The importance of consolidating comprehensive, evidence-based approaches rooted in good practices.
The urgency of overcoming stigma, discrimination, and social exclusion, as these remain major barriers to accessing the right to health, protection, and social inclusion.
The need to incorporate approaches that address structural vulnerabilities and adapt programmes and strategies to the specific needs of women, diverse populations, and other vulnerable groups affected by drug use.
