National Drug Observatories

As a part of the COPOLAD III Programme, several countries participating in this working group—as well as in the working group on Adapting Social Care and Inclusion Programmes for Drug Use with a Gender and Rights-Based Perspective—receive support through specific national actions focused on the defence and promotion of human rights and comprehensive health.

It does so through differentiated, community-based, and innovative actions, as well as initiatives aligned with the highest clinical, participatory, and inter-institutional standards.

The strategic objective of Outcome 1 is to strengthen both the technical capacities and institutional roles of National Drug Observatories (NDOs) in Latin America and the Caribbean (LAC).

Three Dimensions of the Work:

Strengthening regional scientific research networks focused on drug-related issues, and assessing the social impact of current drug policies in the region. This is approached from a human rights and gender equality perspective, contributing to the achievement of the 2030 Sustainable Development Goals (SDGs)—particularly those related to health.
Enhancing national information and statistical systems, to improve evidence-based decision-making and policy evaluation.
Promoting population well-being as a fundamental right that must be protected and upheld.
