COPOLAD III will ensure the internal consistency of the programme and the full integration of the following cross-cutting principles and approaches: a rights-based approach, gender equity and women’s empowerment, public health and reduction of damage, citizen security and the rule of law, balance in policies, democratic governance and solid institutions, bi-regional dialogue and shared responsibility.

All of them are addressed from a sustainable development approach that acts as a comprehensive umbrella for the action and coherence of public policiesand which implies that drug policy cannot represent a factor that negatively affects the sustainable development of communities or countries; on the contrary, it must become an element in facilitating and promoting sustainable and inclusive development for all.

Work will be carried out under the differential and intersectional approach to address the specific needs and implications for the different population groups based on their greater vulnerability, such as the indigenous/Afro population, migrant, young people and the elderly, to determine what differences are relevant to ensuring the effective enjoyment of rights.

Since COPOLAD’s emphasis is on improving public drug policies, the commitment to public institutions will be reinforced as holders of obligations aimed at respecting, protecting and enforcing each right and in working with the population and especially the most vulnerable groups as holders of rights.

In relation to each of the specific approaches, the main lines of action and activities under which the four components of the project will work are discussed below.

5.1.1. Webinar for experts to discuss and define the content for a COPOLAD Guide on the design, implementation and evaluation of drug policies under a sustainable development approach and an accompanying training course.

5.1.2. Preparation of a COPOLAD Guide on the design, implementation and evaluation of drug policies under a sustainable development approach which incorporates the dimensions of human rights and gender equality

5.1.3. Preparation and teaching of a virtual course with the materials from the sustainable development guide

5.1.4. 4 Parallel events (1 presentation and 1 per year) at the meetings of the United Nations CND in Vienna on different aspects of COPOLAD’s approach to sustainable development, human rights and gender.

5.2.2. Bi-regional webinar on best practices for reforming policies, regulations and drug supply control interventions to obtain better results in terms of human rights.

5.2.3. Regional in-person workshop for countries interested in advancing with national plans to reform their drug supply control policies, regulations and interventions to obtain better results in terms of human rights.

5.2.4. 5 National in-person workshops on the development and implementation of national plans to reform policies, regulations and drug supply control interventions to obtain better results in terms of human rights.

5.2.5. Technical assistance and mentoring to accompany the development and implementation of national plans to reform their policies, regulations and drug supply control interventions to obtain better results in terms of human rights
