This guide has been developed with the intention of providing a useful tool for addressing problematic drug use in persons deprived of liberty (PPL). It highlights the importance of understanding the phenomenon of drug use as a complex, diverse and dynamic concept that necessarily requires a multidimensional view and a multidisciplinary approach at the time of intervention.
It is a proposal that takes into account international recommendations and national guidelines on the subject. It has been conceived from an approach of care and respect for human rights, which includes a gender perspective and intersections. Both aspects are considered essential, as they are key to the design and implementation of public policies that aim to have a direct impact on the health of the prison population and on the process of reforming the prison system.
Taking into account the public policy framework, in addressing problematic drug use it is necessary to provide specific responses to the heterogeneous realities that occur in prison, based on a coordinated institutional framework that takes into account the multifactorial nature of the phenomenon.
